Accept/Reject Button is showing for a reviewed/accepted requirement( IN actions page and VOC)

Steps To Reproduce:

1. Login to FST
2. Select PI and initiate REview
3. Go to reviewers action
4. Accept review
5. Again click on the submit button/voc review icon
6. check for the buttons (accept /reject)

Description

1.Accept/Reject Button is showing in the VOC for a reviewed/accepted requirement(if the reviewer and requestor is same)
2.Also Reject button is showing for the non mandatory approver in voc
