Task Assigned Email is not generated when a project is Baselined

Steps To Reproduce:

1. Login to EwQIMS and navigate to APQP
2. Create a project with task and baseline it.
3. Navigate to Batch Manager and verify the emails:
=> Task Assigned Email is not generated when a project is Baselined.
=> Another email 'Baseline created for the project:<Project name> and User Created Deliverable is generated in Batch Manager
=> Baseline Created for the Project email is not delivered, but Completed in the Batch Manager

Description

Below issues are observed when Project is Baselined:
1. Task Assigned Email is not generated when a project is Baselined.
2. Another email 'Baseline created for the project:<Project name> and User Created Deliverable is generated in Batch Manager
3. Baseline Created for the Project email is not delivered, but Completed in the Batch Manager
