Project Competency/Detailed competency evaluation page: After clicking on Training request icon - Scroll gets disappears and Sticky button is not visible. Only when the Zoom size is reduced to 80 it is visible

Steps To Reproduce:

1)Login as Project Manager
2)Select the project
3)Click on Charter
4)Click on the Competency icon
5)Add the job requirements
6)Click on Detailed job requirements
7)Click on Training Request icon and close the popup
8)Observe the scroll disappear

Scroll is not visible till the end page, not able to view the pagination - In Project Competency/Detailed competency evaluation page

Project Competency: After clicking on Training request icon - Scroll gets disappears and Sticky button is not visible. Only when the Zoom size is reduced to 80 it is visible
