R9->When tries to delete the gage then " Dependency Exist "alert is not displaying (if that selected gage is in "Under study/Pending closeout" status)

Steps To Reproduce:

1.Login as a module admin & select the module as MSA pro
2.Click on gage menu
3.Select gage which is in Under study inspection
4.Click on Delete button
5.Observe the screen
