Steps To Reproduce:

1. Login as FST Admin
2. Select a PI
3. Select VOC
4. Click on any Skip review Check box
5. Right click and enable review for any requirement other than draft
6. Observe the behavior

If any skip review checkbox is selected, then the Enable review popup with add reviewer option is showing up for all statuses other than draft.instead of showing the alert "Some of the requirements are already being reviewed,please change the selection"
