closedR9 & 10--> Attachment Icon --> Once the study is completed, need to disable the attachment icon. After clicking on save and submit button, the system should allows user to attach the document

Steps To Reproduce:
1. Login EwQIMS as Inspection
2. Click on Internal lab inspection menu
3. Enter the mandatory field of selected study
4. Click on Save and close out button
5. Again open on the same link
6. Click on Attach icon
7. Observe the behavior
