R9->Able to change Internal lab inspection to External lab.Due to this Completed Internal lab inspection screen is not showing lab name details. Need to restrict to change internal lab to external lab.

Steps To Reproduce:

1) Click on MSA manager link & Enable Internal lab inspection
2)login as a module admin & select the module as MSA pro
3)Click on Group & give Internal lab inspection rights to the user
4)Keep the study is in "out for Repair" status
5)Click on External lab menu & Select "Is External " as No
6)Enter all the details and Click on save button
7)Click on Internal lab inspection menu
8)Enter all the details and Click on save button
9)Click on External lab menu & change Is External lab " from No to yes.
10)Click on Internal lab inspection menu
11)Click completed study link
12)Observe the Lab name Details
