"ACCESS DENIED" When trying to approve the APQP documents.

Steps To Reproduce:

1)Login as Approver(Adhoc/Existing route created from apqp)
2)Click on Actions Management Tab
3)Click on the actions menu
4)Click on the apqp doc actions link
5)Observe the access denied

Note: Same working for the user when it is newly created. After sometime this user cannot able to approve.
Informed to dev team as well
