Steps To Reproduce:

1. Login to FST
2. Set a PI
3. Enable review and select reviewer without Aqua rights
4. Login as reviewer
5. Under FST Actions page Click on Submit review
6. Observe the behavior

Description

User without Aqua module rights is not allowed to review a requirement.
Suggestion:
While setting up a review the requestor is not aware whether the selected reviewer is having aqua rights or not. In such case review acceptance is not possible.There will not be any response on clicking the Submit Review in reviewers action page.
