VOC - Unable to add requirement from consecutive(Second) row after inserting multiple rows.

Steps To Reproduce:

1.Login as RFD Module administrator

2.Click on any menu and then select the PI

3.Select Voice of Customer and click on Add button for two times

4.Add Function for both the rows and then Add Requirement

5.Observe the behavior for second row

6.Refresh the page and observe the result

Description

Issue occurs for New data entry alone.

It allows to add existing data.
