Publish Document Window for All Inspections: Operator Name should be Display Instead of User ID

Steps To Reproduce:

1.Goto EwQIMS
2.Login as IC Module User
3.Navigate to IC Module
4.Click on Actions Tab and Goto Supervisor ApprovalSheet Menu & Select any of the Inspection Entry
5.Now Right-Click and Click on the Publish Document
6.Observe the Results

Observation: The Operator Name is not Displaying in the Publish Document Window instead of that it was showing the Operator ID
