VOC: System not allows user to select the existing Requirement of parent element

Steps To Reproduce:

1. Login in RFD Module as Module Administrator
2. Click the Main Menu.
3. Click on the PI Tab select the PI
4. Click on the RFD Tab
5. Click on VOC
6. Click on Child BOM Element
7. Click on Flow up icon
8. Select the Existing Requirement
9. Click on ok button
10.Again click on Flowup icon
11.Observe the Result

Description

VOC-->Click on Flow up icon of Child Element and Select the existing Requirement of parent element. System not allows user to select the existing one, but it allows to select the newly created requirement of an element.

While clicking into ok button for first time, system displays error like "Error Processing your Request". after that it worked properly.
