VOC-->While clicking Add button, system would create a VOC field with Number 001(default) instead of that starting number as "002" now.

Steps To Reproduce:

1. Login in RFD Module as Module Administrator
2. Click the Main Menu.
3. Click on the PI Tab select the PI
4. Click on the RFD Tab
5. Click on VOC
6. Click on Add button
7. Observe the result number field
