Steps To Reproduce:

1. Login to EwQIMS and navigate to APQP Module
2. Add a Project and add a task to it
3. Attach an Aqua document and set MDR approval
4. Publish the Aqua document.
5. Terminate the published Aqua document.
6. Again publish the Aqua document
=> The document is published as Revision 2 instead of Revision 1.

Jacqueline,

AquaPro code is modified to handle this. But DocPro need to send "firstreq" attribute in Resolved Draft request.
