NXP : System is not allowing to Save Is ITAR as Yes when Site is Enabled in between as ITAR Enabled Site

Steps To Reproduce:

1) First Site is non ITAR site
2) As a admin Created a layer
3) After layer is save login as admin
4) Navigate to config settings and Enable Is ITAR as Yes
5) Navigate back to Layers screen
6) Now change layer to is ITAR as Yes and Save
