Bug #20587: Add document: Responsible person user popup should list the user based on the ITAR rights if the ITAR document is selected, due to that the non itar user can revise the document. In general ITAR doc is not goin for approval when revised via CM

Add document link: Responsible person should list the user based on ITAR rights. ITAR document is not goin for approval even it has approval. On selecting and removing the documents shows error.(Impact of 20587 fix)

Description

ISsue#1:Add document link: Responsible person should list the user based on ITAR rights.
1a.under levels, first select one ITAR document and second non itar document, responsible person shows only the ITAR users for both the documents
1b.under levels, first select one NON ITAR document and second itar document, responsible person shows only the ITAR as well as NON ITAR users for both the documents

ISsue#2:ITAR document is not goin for approval even it has approval.

ISsue#3:On selecting and removing the documents shows error*

3a.select ITAR and NON ITAR documents
3b.Now remove any one of the document
3c.Click on the responsible person of other document
Shows error
