Project Competency: (TBD)User added in the charter role and user available in the role master is added in the project as resource. During competency evaluation it is showing both the resource.

Steps To Reproduce:

1)Login as Project admin
2)Open the project charter
3)Add one user in the role and set competency
4)Add another user available in the role master as resource
5)Now Click on competency evaluation screen
6)Observe both the user listing in the roles charter
