Steps To Reproduce:

1.Login TO FST as Admin
2.Select a PI
3. Select the VOC under requirement Flowdown
4.Enter VOC details
5.Enable review
6.select create adhoc user
7. set a review
8. Enter comments as requester and check for the status of draft
