Steps To Reproduce:

1.Login TO FST as Admin
2.Select a PI
3. Select the VOC under requirement Flowdown
4.Enter VOC details
5.Enable review
6.select create adhoc user
7.search using charecters and select user
8.Again serch for another user and select.. repeat the same and obser the user list

Description

Requirement Review- If multiple users are selected as adhoc route the previously selected user is adding again with the next user
eg: user1 is selected as adhoc and then selecting user2, at that time user1 gets added again.
