Steps To Reproduce:
1.Login as AQuA Pro Module Administrator
2.Click on AQuA Pro Tab and click on Main Menu
3.Right click on the Global PI and Select a Production Item
4.Click on the AIAG-VDA Design Menu. New window will open
5.Click on Design VDA tab and select Block diagram
6.Add item elements that has more levels and click OK
7.Now save the Diagram
8.Observe the result

Partial Fix is done. Still inner elements are allowed to move away from the parent element
