Steps To Reproduce:

1.Click on add document link in ecr form

2.Select the ITAR document

3.Check the responsible person popup, allowing to select NON ITAR user for the ITAR document, but the NON ITAR User cant view the document even he/she attaches the document

Initiate Change request: Add document: Responsible person user popup should list the user based on the ITAR rights if the ITAR document is selected,
due to that the non itar user can revise the document.

In general ITAR doc is not goin for approval when revised via CM
