1.Login as module admin
2.Expand administrator tab
3.Click on LPA Schedule link
4.Select Layer which is not having any scheduled audits for any year/ month/equipment.

Description

LPA Schedule-> The button "Create Schedule" is not displayed for the layer which is not having any scheduled audits for any year/ month/equipment.
Expected output->The button should be displayed as "Create Schedule"
