closedIn Competency improvement Action, once a training is created and clicking on Same training icon opens a new training request screen, instead it should the previously created training for that job requirements.

Steps To Reproduce:
1. Log into Hr pro as Admin.
2. Go to Competency tab.
3. Click on Competency evaluation menu.
4. Click on User icon and select a user with job requirements.
5. Click on Actions button.
6. In listing click on training request icon and create new training request.
7. Click on same skill -> training request icon and observe
