Steps To Reproduce:

1.For the login user name:sp and pwd:a1

3.Clcik on change mgmt actions

4.Try to upload document

5.Show not applicable message

6.Login as Bh user name and pwd a1

7.Check the action, shows error for few doc attachment and not showing browse button itself for one doc

Its working weird
