Steps To Reproduce:
1.Login as module admin
2.Expand Module Setup menu
3.Click on Equipment link
4.Right click on any equipment
5.Click on create /assign checklist link
6.Click on Layer Selection list and pick the layer
7.Assign any checklist(s) for a layer/Equipment
8.Select the different layer from the list
9.Click on New button
10.Click on Checklist selection icon on added row

Description
The List of checklist is varying layer to layer in Equipment->Create/Assign Checklist page.
Example: Two layers and 5 checklists are available in the system. The admin assigned 2 checklist for one layer then try to assign same checklist for another layer. But the system is not displaying those checklist. Unassigned checklist only displayed.
