Competency evaluation page - when click on attach button and close the attach popup, the scroll down gets hidden. So not able to view the page fully

Steps To Reproduce:

1.Go to competency evaluation
2.select the users and after click attach button
3.It open the attach popup and close the opened popup and observe the result
4.Scroll down is hidden.Before it was there
