Bug #18552: Document Management: Access for groups/ users: Cant set rights after unchecked the inherit checkbox.Also it shouldnot allow the user to set rights without unchecking the inherit option

Folder Management/Document Management: New document access: Should not allow the user to set rights without unchecking Inherit(Rights for sites/group/users in case of sub folder. Groups and users in case of parent folder)

Steps To Reproduce:

1.Click on rights for sites for the child folder

2.Click on plus icon to expand

3.Check the View history/any rights checkbox without unchecking the inherit, system is allowing

Whereas in new document creation, its not allowing. It should be unique
Same for Rights for groups and users
