1) Login as admin
2) Click on users
3) Click on add users
4) Click on Country/Region and state/Province ,city
5) Try to Create from there it self

Users creation page ->Country/Region and state/Province ,city should allow to create and the "Country/Region and state/Province ,city" from the User creation page it self like Auto save when hit enter
