PDF Template: Cover Page: Approver name is not displayed when the include signature is not checked in routes

Steps To Reproduce:

1.In routes, uncheck include sign checkbox for one of the approver

2.Publish the document and approve

3.Check the Print PDF document view

4.The template should show the approver name even the include sign is not checked, but its not showing
