Steps To Reproduce:
1. Login to EwQIMS
2. Navigate to APQP module
3. Create a pillar and set approval for it.
4. Create a program with that pillar
=> Approvers set in Pillar are still displayed as tooltip instead of click and display.
5. Create another program with the same pillar and set project route in it.
=> When Project route overwrites Pillar route, pillar approvers are displayed instead of Project route approvers
