Steps To Reproduce:

1.Login to Ewqims as a ppt1 user who has no group access in PPT1 but has group access in PPT2
2.Go to Doc pro
3.Click on new document request
4.Site dropdown shows PPT1&PPT2, since there is some site level access in PPT1
