Multi Site:Site dropdown in New document request shows multiple sites, it should shows the level based on the access rights for the logged in user

Steps To Reproduce:

1.Login to Ewqims
2.Go to Doc pro
3.Create a level in corporate
4.In use the level in corporate
5.Give access rights for the created level in corporate and ppt1
6.Login as ppt1 user
select the corporate site and click on select level button, all the levels are enabled for the logged in user in PPT1 site, even the user doesn't have rights for all the levels

Description

Multi Site:Site dropdown in New document request shows multiple sites, it should shows the level based on the access rights for the logged in user
Create a level in corporate
In use the level in corporate
Give access rights for the created level in corporate and ppt1
Login as ppt1 user
select the corporate site and click on select level button, all the levels are enabled for the logged in user in PPT1 site, even the user doesn't have rights for all the levels
