Steps To Reproduce:
1.Enter URL
2.Login as Administrator
3.Select Users from the Homepage
4.select Preferences
5.Select Default Languaage to Chinese/Spanish and Refresh the Page.
6.Again Select the Default Language to English or Spanish and Refresh the Page
7.Observe the result
8.The language is not get updated.

Description
In Users Page When applying Default Language as Chinese it changes to Chinese Script.
Without Loging out even after changing the Default Language Settings to English or Spanish, the Script Remains in Chinese Language. But after log out it is Changed.
