Steps To Reproduce:
1) Login as admin ITAR
2) Create ITAR layer,checklist,equipment
3) Create LPA schedule
4) Observe the perform audit of auditor
5) Now login as shipped admin
6) Change the ITAR auditor to Non ITAR Auditor
7) Now Login back as Auditor
8) Observe the schedules after rights are removed

As per the discussion with bijoy.
Don't allow to Change User rights.
Restrict the alert that need to done by HR Team.
