Steps To Reproduce:

1) As a ITAR user create a layer as Is ITAR Yes
2) Click on Auditor selection
3) Observe the user display and select ITAR user as Auditor
4) Now change the Is ITAR as Yes to NO
5) Click on Auditor selection and Observe the user display

Description

User selection as ITAR user is not displaying users as expected when drop down changed from yes to No->

1) As a ITAR user create a layer as Is ITAR Yes
2) Click on Auditor selection
3) Observe the user display and select ITAR user as Auditor
4) Now change the Is ITAR as Yes to NO
5) Click on Auditor selection and Observe the user display
