LPA : No Need to display cancel audit initially for a new Lpa schedule when there is no schedules are available

1) Login to module as admin
2) Click on LPA schedules
3) Observe the LPA schedule screen

Description

No Need to display cancel audit initially for a new Lpa schedule when there is no schedules are available but it should display after schedules are available same as like publish button
