Steps To Reproduce:

1) Created a layer as ITAR user and Is ITAR as YES
2) Fill all the mandatory fields and Duration of audit as Hours (2)
3) After save Click on Is ITAR as No and save
4) Login as non ITAR admin
5) Click on Layers
6) Click on Duration of audit and save it to min (15)
7) Click on save and Observe after save
