Steps To Reproduce:
1) Login as admin ITAR
2) Create equipments of same type one as ITAR and Other as NOn ITAR
3) Create a layer and click on assign checklist to ITAR equipment
4) Click on Option "Apply the checklist(s) against all the equipment(s) of the same type within the selected layer"
5) Observe the Non ITAR Equipment

Description
When ITAR checklist is assigned using this action "Apply the checklist(s) against all the equipment(s) of the same type within the selected layer " it is getting applied to a non ITAR equipment with in the selected layer.
By doing this action system is assigning the ITAR checklist to Non ITAR Equipment
