Steps To Reproduce:

1)Login as Project Manager
2)Click on Projects tab
3)Open the project
4)Select the deliverable and click on Deliverable info icon
5)Set route for the deliverable
6)Click on the FST document link
7)Publish the document
8)Now terminate the document
9)Again click on the document click for resubmit
10)Observe the screen - not option to publish the document again
