Multi site : LPA -> Created layers in multi site are getting duplicated

Steps To Reproduce:

1) Login to module as admin multi site
2) Click on Layers menu
3) Create a first layer with all the mandatory fields
4) Click on save
5) Observe the layers after save

Description

Created layers in multi site are getting duplicated created only one layer but after save all the three layer creations are getting duplicated with same data in all
