Route-> When trying to create an ITAR route by a Non ITAR admin, it is displayed as a Non ITAR route in Edit route mode

Steps To Reproduce:

1. Log in as a Non ITAR Docpro module admin
2. Create an ITAR route by selecting the check box Is ITAR route and add ITAR approvers
3. Save the route

Issue: The route created is displayed as Non ITAR route in edit route mode. 'Is ITAR route' check box is not there in Edit mode. Also Add Postion button is enabled.
