Draft to document conversion-> When a draft is converted to document, the icon to add the Draft viewers is displayed in Draft details link in Document. It is possible to add draft viewers.

Steps To Reproduce:

1. Log in as Draft requestor
2. Covert a document to a draft
3. Click on the Pending request in Actions
4. Click on the Draft link to view the draft details

Issue: The icon to Add Draft viewers is displayed in Draft details screen and it is possible to add the draft viewers.
