Steps To Reproduce:
1. Login in RFD Module as Module Administrator
2. Click the Main Menu.
3. Click on the PI Tab select the PI
4. Click on the RFD Tab
5. Click on VOC
6. Click on publish for Approval
7. Check the status of Published document
8. If the document is In-Conversion status
9. Go to RFD
10. Click on VOC
11. Click on Publish for Approval
12. Observe the Result
