Steps To Reproduce:

1. Login as auditor
2. Click on the report
3. Click on "AUDITOR UTILIZATION" link from menu
4. Select type as "Utilized"
5. Click on view report

Description

Auditor Utilization -> Utilization type is not working as expected . the report showing only specific datas. 2019 and deadline violated audits are not getting displayed (Audit plan is not updated for this scheduled audit)
