Multi site: When activate the child folder which has ITAR enabled route in other site, then it shows duplicated in folder management and document management for both the sites. Also in select level popup

Steps To Reproduce:

1.Login to EWQIMS as a module admin who has access for site A and site B

2.Create parent level and child level and In use the child level in SIte A and set ITAR route

3..Now go to site B and activate the child level

4.It shows the child level twice
