Steps To Reproduce:

1.Login to EWQIMS
2.Clcik on Levels menu
3.Without clicking new from the level tree
4.Enter all the details in the right side part
5.Click save
6.Expand the level tree
7.It displays the created level alone
8.Existing levels are not displayed
9.Refresh the page
10.Levels are displayed
