Batch Download: When the ITAR document is downloaded by ITAR user, then the NON ITAR module admin can view the ITAR documents in downloadable form. Same for stitch document

Steps To Reproduce:

1.Login as ITAR user

2.Click on TOC and select the Level and select ITAR and NON ITAR documents

3.Click on add to download list

4.In show doc download list, enter the download name and click ok

5.After the document download, login as NON ITAR user

6.Click on admin actions

7.Click on batch download link

8.The user can view the ITAR document after downloaded to local system
