LPA : Layers->Auditor selection is displaying all the users in 1st layer but where as from Layer 2 on words displays as Users having to Access to auditors

1)Login to module as admin
2)Click Layers
3)Fill all the fields
4)Click on Auditors selection icon for 1st layer
5)Observe the auditors selection from 2nd layer
