Steps To Reproduce:

1.Login into EwQIMS Application
2.Click on Folder structure
3.Select the Level
4.Check the Edit ITAR Route Options
5.Click on save
6.Now uncheck the Edit ITAR Route Options
7.Click on save
8.The route still exists
