Steps To Reproduce:

1. Login as FST module Admin
2. Go to Main menu and Select any PI
3. click on Item definition
4. Click on Block Diagram
5.Click on publish button
6.Select Levels and route
7.login as approver and approve the document
8.now click on publish and the document is published
9.observe the result

Description

while publish block diagram with approvals, it is not allowing to publish again even after the approver, approved the document.
when user publish the document with approval, the published document displays "There is no file content associated with this document" Error.
